The Virginia Passenger Rail Authority (VPRA) is a political subdivision established by Chapter 1230 of the 2020 Acts of Assembly. VPRA is responsible for promoting, sustaining, and expanding the availability of passenger and commuter rail services in the Commonwealth, including all administrative and fiduciary responsibilities for Virginia's state-supported passenger rail services. The VPRA also funds Virginia Railway Express (VRE) and administers all capital expansion projects, infrastructure, and land acquisitions related to the Transforming Rail in Virginia initiative, which will double Amtrak and VRE service in Virginia over the next decade. The VPRA acts as a "responsible public entity" for acquiring, constructing, improving, maintaining, or operating a "qualifying transportation facility" under the PublicĀ­ Private Partnership Act of 1995. VPRA seeks a dynamic Accounting Senior Manager to join the Accounting Team in Richmond, VA. The Accounting Senior Manager will ensure the general ledger and all financial statements are accurate, comprehensive, and compliant with applicable standards and regulations. The ideal candidate will have experience with GASB-based financial accounting and reporting standards, internal controls, financial policy development, and a high level of initiative, accountability, and follow-through. As the Authority is a relatively new entity, this position can also be expected to participate actively in the continued development of the accounting function. Working under the Director of Accounting, the Accounting Senior Manager will: Evaluate and implement new GASB pronouncements; ensure compliance with existing standards. Assist with annual financial statement preparation, including preparation of required notes and disclosures. Coordinate external auditor requests related to the annual financial statement audit. Assist in completing the annual submission of component unit reporting to the Department of Accounts. Manage accounts receivable from various revenue sources, including federal, state, and private. Manage all revenue and cash receipts, ensuring timely and accurate recording. Manage fixed assets and lease accounting, including coordinating with internal departments for necessary information and documentation. Manage the recordation and reconciliation of our four state-sponsored train routes. Coordinate and manage the month-end closing process. Maintain chart of accounts and general ledger structure in Microsoft Dynamics 365. Provide ongoing attention to the development and maintenance of internal controls. Assist with the continued development of accounting policies and procedures. Assist with special projects as needed. Required Education: A bachelor's degree in accounting or a related field from an accredited college/university. Preferred Education : Licensed as a Certified Public Accountant (CPA). Required Experience: At least seven (7) years of related experience with progressive career growth. Knowledge of generally accepted accounting principles (GAAP), internal controls, and accounting policies and procedures. Knowledge of Governmental Accounting Standards Board (GASB) standards. Ability to utilize various accounting and financial systems for data processing and reporting. Strong analytical and problem-solving skills with attention to detail and ability to understand the big picture. Ability to adapt to changing variables effectively with a solutions-oriented mindset. Ability to communicate effectively with diverse groups and individuals. Excellent organizational and time management skills. Excellent Microsoft Office skills, including intermediate knowledge in Excel and other commonly used office software. Preferred Experience : Previous experience in a start-up environment.
