Job ID: 24-01649 Program Analyst Capabilities and Requirements Stafford, VA MUST: Active Secret Clearance required, TS preferredExperienced Program Analyst Capabilities and Requirements8+ years of JCIDS, defense requirements document development or relevant experience is requiredPreferred experience within Combat Development & Integration (CD&I) and demonstrated knowledge of the Joint Capabilities Integration and Development System (JCIDS)Experience drafting and reviewing Ground Command, Control, Communications, Computers (C4) documents as required by statute, regulation, or policy and revise as needed for client acceptance/approvalDemonstrated experience in COA development and analysisTechnically proficient and ability in staying relevant in your work and technical domain through continuous learningProficiency working in MS Office applications: Word, PowerPoint, Excel, Project, and SharePointAbility to manage work/track deadlinesBachelor s Degree or an additional 4 years of relevant work experience DUTIES: Assisting in maintaining a C4 capability requirement repository that includes the capability sponsor and a concept of operations (CONOPS) for its employmentSupporting analysis activities by comparing, documenting, and reporting shortfalls in proposed joint waveform interoperability. Assessing how well the capability meets the requirement, document any gaps that may exist, and ensure that the capability aligns with DoD policies and meets the intent of the development objective or capabilitySupport Capabilities Officers in reviewing functional/operational requirements regarding platform integration across Ground, Air, Logistics, Cyberspace, and Electronic Warfare to analyze the feasibility of implementing solution and develop system requirements and assisting in integrating materiel and non-materiel solutions into existing capabilitiesInput and maintain approved acquisition objectives (AAO) withing Total Force Management SystemsCoordinate and facilitate exchange meetings or forums to determine the needs of customersMonitor submitted requirements and communicate status to the Fleet Marine Force (FMF) and other stakeholdersAnalyzing joint needs statements and recommend capability requirements and Doctrine, Organizational, Training, Materiel, Personnel, Leadership, Facilities, and Policy (DOTmPLF-P) solutions to fulfill capability gaps and optimize capability investments across the DODINConduct research, interpret, advise, and assist with the application of regulations and procedures found in DoD and Marine Corps Systems Command acquisition policiesUnderstand and apply industry best practices for project and program management, in accordance with the Project Management Body of Knowledge (PMBOK) and Project Management Institute (PMI) to include scope management, schedule management, cost management, quality management, risk management, communication management, and stakeholder managementPrepare briefing content and visual artifacts in support of communication and coordination objectives.
